As Los Angeles opened the Valley's first affordable spay-neuter clinic in Van Nuys last week, some private vets were turning away the spay-neuter vouchers considered key to controlling pet overpopulation.

The reason: Vets who'd performed thousands of spay-neuter operations for the Department of Animal Services had not been reimbursed for their services.

While new vouchers were still being handed out by animal shelters or rescue groups, there is a city backlog in paying for at least $130,000 in voucher-funded surgeries, Animal Services officials said.

The result: residents and animal rescuers hoping for a low-cost fix for their cats and dogs have to hunt for vets who accept vouchers.
