Los Angeles mayor shakes up staff

Mayor Antonio Villaraigosa announced a major shake-up of his administration on Thursday, bringing in a new chief of staff and a top deputy to revitalize his political agenda during his second term.

With a broad agenda covering public safety, transportation, education, jobs and the environment, Villaraigosa said his chief of staff Robin Kramer would be replaced by gang czar Jeff Carr.

In addition, the mayor announced the appointment of Jay Carson, 32, as chief deputy mayor, with oversight of education, housing, economic development, transportation, environment and commercial development.

Their appointments take effect Sept. 19. While their contracts are still being negotiated, they will earn $143,000 to $174,000 per year.

"Today is about the future, and I am confident that this new leadership team will help lead the city in a new direction and bring a tenacious demand for results," Villaraigosa said.

At a City Hall news conference, the mayor said Los Angeles' $530 million deficit prompted him to shake up the staff.
