Villaraigosa unveiled the plan, which would eliminate a $457 million shortfall, on Wednesday at the Central Library.

The proposal adds library hours, steps up pothole repairs, maintains police department staffing and expands fire department staffing. The fire and police departments would still face a combined $154 million in cuts.
